Similar to the endless musket pouch and endless quiver, there should be a hardmode item that grants infinite rockets. To clarify, I am referring of course to the ones that do not break blocks. I think the "Endless Rocket Belt" is a good name, perhaps crafted with the toolbelt and 999 rockets?.
