I have yet to do enough testing to see if it outperforms a handmade. Legendary Fixers are hard to come by because they haven't been in the loot pool very long.

The mods you put on the gun will reduce AP cost to fire in VATS. Automatic reduces this by 50% and primed mod for ultracite ammo is 50% again. Fixer is pretty terrible and clumsy to use outside of VATS. In VATS and set up the right way it is a god tier gun.

The Fixer is the only gun in the game that can technically be a 4* legendary. Think about it. Even without a star, it has its own built in effect, albeit it tailored to stealth but it is an effect nonetheless. And we have all seen it.

The down side is you also need flux,ultracite and the prime receiver plan to make it. As a vet I always use ultracite but for combat it doesn't make much of a difference. I use Daily Ops to keep my ultracite ammo stocks up.
